Fisher Associates began in 1984 when founder Claire Fisher, P.E., launched the firm from her farmhouse kitchen with a focus on site development and environmental services. What started as a one-person operation quickly grew into a respected DBE/WBE firm known for strong technical work and our Clientship Philosophy.

Fisher introduced Precast Engineering services. Fisher opened an Albany, NY office at 1 Winners Circle. The Binghamton, NY office moved to its current location at 99 Collier Street to accommodate growth.
Fisher formally established a Planning Group. Fisher had ~160 employees. Revenue was $22,163,000.
Fisher opened an office in Binghamton, NY. Our Sugar Land, TX office moved to its current location at 14090 Southwest Freeway. Our Buffalo, NY office moved to larger space at its current location of 55 Chicago Street to accommodate growth. Fisher acquired a Landscape Architecture Studio in Ithaca, NY. Electrical Engineering services were added. Fisher had 160 employees.
Fisher rented Regus space in Sugar Land, TX, which is the start of our Sugar Land, TX office.
Fisher moved its Canonsburg, PA office to its current location at 121 Hillpointe Drive, Suite 100.
Roseann Schmid became the third CEO. Rob Goosen assumed the role of the first CFO. The Corporate Headquarters moved to 180 Charlotte Street in downtown Rochester, NY. Revenue was $12,810,000.
Christopher Smith assumed the role of COO.
Fisher moved our Syracuse, NY office from Suite 414 to Suite 200 at 120 E. Washington Street, Fisher opened our Canonsburg, PA office at 400 Southpointe Boulevard, Plaza I.
Our founder, Claire Fisher, retired, and Fisher ceased to be a WBE. Rob Goossen succeeded Claire as CEO, and the firm expanded its company shareholder ownership. Fisher opened an office in Canonsburg, PA.
Fisher changed from a Professional Corporation (P.C.) to a Design Professional Corporation (D.P.C.) to allow unlicensed professionals to be shareholders. The new name is Fisher Associates, P.E., L.S., L.A., D.P.C.
Fisher’s name changed to Fisher Associates, P.E., L.S., L.A., D.P.C. Fisher had ~120 employees. Revenue was $11,550,000.
Fisher began offering Landscape Architecture services. Our Buffalo, NY office expanded into adjacent space to accommodate growth.
Fisher had 100 employees.
Fisher moved the Buffalo, NY office to 325 Delaware Avenue.
Fisher hired Roseann Schmid as a part-time Project Manager in Transportation. She later succeeded Rob Goossen as CEO in 2018.
Fisher opened an office in Syracuse, NY at 120 E. Washington Street, Suite 414. GIS services were added. Steve Boddecker was hired and expanded our Energy work to include survey services. Fisher hit 60 employees. Fisher graduated from the DBE certification program in the areas of environmental and construction inspection.
Fisher has 70 employees. Revenue was $6,400,000

Fisher completed a Transportation Study for the first Wind Farm in NY, thereby starting our Renewable Energy services. With the purchase of an MBE survey firm, Seneca Design, Fisher’s Buffalo office opened. Rick Ilecki, an employee of Seneca, became a Fisher employee. Also joining Fisher this year were Brent Long, our current Director of IT, and Steve Peterson and Mark Bucolo were both hired in our survey department.
Fisher hits 50 employees.
Fisher moved to 135 Calkins Road in Henrietta, NY. Heath Lagoe was hired as a Traffic Engineer.
Joe Logan was hired to start the Bridge Design Group. Fisher had 40+ employees. Revenue was $3,820,000.
Fisher established its Mission, Vision, and Core Values. Dawn Pearl started at Fisher as a Survey CAD Technician.
Mike Bogardus was hired (for the first time) as a Surveyor in the survey group. He later returned to Fisher in 2021 and became our current Director of Geomatics. Environmental was added as a service.
Fisher opened its first Rochester, NY office at the Winton Place Complex.
Fisher moved its Clyde office to a new, larger space. Fisher had 20+ employees. Revenue was $2,850,000.
Fisher’s COO Christopher Smith started as an intern. Mark Eltz was hired as a surveyor. Dorothy Caine joined Fisher as a Survey Technician. Fisher subleased space in Rochester.
Transportation design and traffic services were introduced as a core service.
Fisher became a certified DBE. Construction survey was added as a service.
Rob Goossen joined Fisher, and later became Claire’s successor as CEO. Fisher became a corporation under the name Fisher Associates, P.E., L.S., P.C. Revenue – Not much! Fisher had 5 employees.
Survey Services were added with Fisher’s first full-time professional hire. Subsequently, a full-time drafter was hired.< No CAD at that time, all hand drafting. Fisher moved to a larger office on Main Street in Clyde, NY. Revenue – Not much! Fisher had 5 employees.
Fisher opened its first office in Clyde, NY on South Park Street.
Construction Inspection is added as a new service.
Claire Fisher started Fisher Associates as a Sole Proprietor at her kitchen table, working mostly with private developers on site development and environmental projects, including house drawings, commercial building renovations and code review, residential and commercial site plans, and residential subdivisions. During this time, Fisher was certified as a WBE and worked as a subconsultant on several Monroe County CSOAP projects. Revenue was $5000.
Through the 1990s, Fisher built a reputation as a trusted subconsultant on state and federally funded projects. By the early 2000s, the firm exited the DBE program and began securing work as a prime consultant, expanding to more than 100 employees.
Today, Fisher has grown into a multidisciplinary firm of more than 200 professionals across nine offices. The firm has added new studios and service lines, including landscape architecture, planning, and housing and community design. From a kitchen table startup to a regional leader, Fisher’s history reflects steady growth, strong relationships, and a commitment to improving quality of life through purposeful design.
