Fisher Associates is proud to have contributed its civil consulting expertise to the SMUD Solano Phase 4 Wind Energy Project, which has been recognized by Engineering News-Record (ENR) West as a 2025 Regional Best Project in the Energy/Industrial category.
Located near Rio Vista, California, the completed Solano 4 Wind Project replaced portions of an existing wind farm with 19 modern turbines that generate 85 megawatts (MW) of renewable energy for delivery to the electric grid.

This modernization significantly improved energy yield and extended the facility’s life by approximately 30 years. The expanded wind farm now produces 303 MW of total renewable energy output, supporting the State of California’s Renewable Portfolio Standard and advancing SMUD’s 2030 Zero Carbon Plan.

Beyond advancing California’s clean energy goals, the project provides long-term economic and environmental benefits to the local community—creating high-paying jobs and demonstrating how renewable energy development can coexist with the region’s active agricultural and ranching operations.

Fisher Associates served as Lead Civil Consultant, providing comprehensive site and civil support services from concept through turnover to operations. The team contributed to site design consultation, hydrology analysis, permitting package preparation, turbine layout coordination, site surveys, construction support, and environmental protection planning.
This recognition reflects the collaboration and technical excellence of the full project team, including Clark Bros. Inc., Stantec, The Altum Group, SMUD, Vestas-American Wind Technology, Barnhart, WSP USA, and Christenson Electric.
