The Bull’s Head neighborhood in Rochester, NY had long grappled with environmental contamination, widespread vacancy, and decades of economic disinvestment; conditions that limited redevelopment potential and eroded the community’s sense of place. Recognizing both the urgency and the opportunity, Fisher Associates stepped in to help shape a clear, consensus-driven vision for reinvestment. Our team blended deep environmental expertise with community-centered planning to create a realistic, implementation-focused roadmap. By weaving together environmental assessment data, land use strategies, and infrastructure design, we ensured the plan was both visionary and feasible. The Bull’s Head BOA Revitalization Plan now positions the neighborhood for renewed identity, improved quality of life, and equitable economic opportunity.
