Reconstruction of the I-81 and Route 17 interchange over the Chenango River addressed critical safety, operational, and infrastructure deficiencies while advancing the Southern Tier’s I-86 corridor. The project included replacement of multiple bridge spans, construction of a new partial interchange, and reconstruction of 3.3 miles of adjacent highway. Fisher Associates supported the effort with detailed traffic analysis and constructability planning, evaluating impacts during peak travel periods and complex construction staging. The team developed comprehensive work zone traffic control plans and 4D visualization models to simulate real-time traffic conditions throughout construction. These tools improved decision-making, minimized disruption, and enhanced public understanding. Through innovative modeling and coordinated staging strategies, the project maintained mobility while delivering long-term safety and capacity improvements.
