Inner Loop North Transformation Study

Fisher Associates was part of a multidisciplinary team supporting the City of Rochester’s Inner Loop North Transformation Study, building on the success of the Inner Loop East project. The study focused on reconnecting neighborhoods divided by the original expressway by restoring the city street grid and advancing a more accessible, multimodal corridor. Fisher contributed transportation analysis, land use planning, urban design, and community engagement. The team developed and evaluated concept alternatives that enhanced pedestrian and bicycle connectivity, supported smart-growth redevelopment, and expanded greenspace opportunities. A robust public outreach process, including coordination with a Racial Equity Subcommittee, ensured community priorities were reflected. The study established a framework for future design and implementation of a more connected and equitable urban environment.
