Fisher Associates supported TDS Telecommunications in advancing broadband expansion projects across underserved rural communities in Upstate New York. As part of multiple grant applications to Empire State Development, Fisher provided comprehensive environmental review services to facilitate project approvals. The work involved supporting the State Environmental Quality Review Act (SEQRA) process for both the applicant and Lead Agency, including preparation of Environmental Assessment Forms, technical documentation, and detailed mapping. Fisher coordinated with involved agencies, conducted impact analyses related to natural and historic resources, and assisted with regulatory filings and determinations of significance. These efforts supported the installation of hundreds of miles of overhead and underground broadband infrastructure, helping expand access to reliable, high-speed internet in rural regions.
